How can USA have money and owe money at the same time?

Annually, USA makes and spends billions to trillions of dollars but are at an annual government deficit of overspending each year at over a half a trillion dollars as of 2015 or so and a total debt of 20 trillion dollars accumulating since the birth of that country back in the year 1776 or so which was over 200 years ago and yet more than half of the debt came from the last 8 years since the year 2009 during OBAMA and an additional 4 trillion or more from BUSH
